Nomination Procedures

1. Authorized training coordinators of recognized headquarters can apply to NCISS for (additional) seats in specific courses if the need arises. Under exceptional circumstances (operational emergency) all other requests are entered into the waiting list. The waiting list contains the following information: Course ID, start date, requesting HQ, priority, and number of seats requested. At this stage Joining Report is not required. The priority value is time dependent, i.e. normally it is derived from a strict “first come – first served” principle

2. Six weeks prior to commencement of a course NCISS reviews the received course nominations (joining reports) and takes unfilled seats for re-allocation.

  • a. Headquarters on the waiting list are now offered those seats in order of priority. 
  • b. Remaining seats are marked as “AVAILABLE” on the WEB page and are open for all headquarters’ applications.

3. This procedure requires the good will and fair play of all involved in order to succeed. NCISS will act in good faith and keep the waiting list transparent. On the other hand, NCISS expects training co-ordinators of headquarters to keep track of their own requirements and inform NCISS if entries in the waiting list are no longer needed.

4. If, within the six-week deadline, headquarters decline an allocation from the waiting list, NCISS reserves the right to remove all entries for this particular HQ from the waiting list. 5. NCISS strongly recommends communication on all nomination and waiting list matters via e-mail. This will eliminate time delay and allow for more automation in the course and student administration process.

The above-described procedures will be reviewed on a regular basis. Comments and/or proposals are not only welcome; they form the necessary basis for improvement.
